Introduction
Associação Maluk Timor is a nongovernmental organization (NGO) focused on strengthening the national primary healthcare system of Timor-Leste. Our Mission is to advance the quality of primary health care delivered to Timorese people through government-run health centres and community outreach.
We run 10 programs: ASTEROID (Infectious diseases), Covid-19/Nursing and Midwifery Training, HIV, Health Professionals Development, Nutrition, Oral Health, Rheumatic, Heart Disease, Tuberculosis, Women’s Health and Social Care, and VAHSI (healthcare digitalization and facility improvement).
The Health Professionals Development Program’s intended impact is to improve Timorese healthcare professionals’ capability to deliver quality healthcare to their communities.

Position Summary
The position is responsible for developing and delivering health professionals training and education across 14 municipalities, based on Ministry of Health service needs. The incumbent will work in a multi-disciplinary team of health professionals. The incumbent will receive training in clinical skills and Health Professionals Education. The incumbent will work closely with the Program Managers and Team Leaders of different teams, as well as other members of the administrative team. The role also involves considerable engagement with teams across all facets of Maluk Timor’s business. The position requires considerable travel (at least 50% working hours) to hospitals and community health clinics across Timor-Leste.
Key Functions
- Lead the clinical education aspects of various programs (e.g. TB, ASTEROID, IPHC) in the allocated municipalities, in developing, implementing, evaluating and improving curricula for integrated primary health care.
- Collaborate with Program Managers and Team Leaders to assure the educational quality of program delivery according to documented standards.
- Support the administrative team in the areas of allocated responsibility to assure project outcomes are met.
- Collaborate with the Monitoring & Evaluation team to collect evaluation data and prepare evaluation reports.
- Liaise with the relevant health facilities to assure the program is conducted efficiently and effectively.
- Develop and maintain professional relationships with relevant stakeholders in allocated health facilities.
- Demonstrate and model a proactive approach to continual professional development to colleagues and external counterparts.
Selection Criteria: Qualifications and Experience
Essential:
- MBBS, L.Med.GB. or equivalent. For midwives, nurses and allied health: Minimum S1 in clinical discipline.
- At least 4 years fulltime (40 hours/week) experience in clinical practice, preferably with primary healthcare or general practice focus.
- Evidence of experience in the evaluation of educational programs or willingness to learn
- Experience in the management of stakeholder engagement in health care settings
- Demonstrated understanding of the relevant MoH Guidelines
Desirable:
- Experience in e-learning or online program delivery
- Experience in mentoring staff
- Demonstrated experience in the leadership and management of a clinical team
- Demonstrated experience in clinical teaching and learning and/or workshop facilitation with health professionals
- Fluent in English
- PG. Esp. is a bonus
