1. The role
The Project Officer will work with the COVID-19 and Health Systems Strengthening Support Project. The project is a three year project in Viqueque and Covalima, implemented by CARE.
The project development objective (PDO) is to strengthen the capacities of communities in their preparedness for and response to COVID-19 and other health emergencies.
MAIN RESPONSIBILITIES:
Project Planning
Ensure project activities are implemented effectively and efficiently
Focal point at field and municipal level to build and maintain good relationships with local government, civil society, local partners and community members
Support Water, Sanitation and Hygiene (WASH) Specialist and Health and Nutrition Specialist to ensure activities are delivered as per project design and relevant strategies
Support Deputy Project Managers to develop project implementation schedule
Develop monthly work plans for project implementation and ensure all activities are conducted as per the plan
2. The requirements
EXPERIENCE AND QUALIFICATIONS:
Undergraduate degree in public health or community development
Minimum 2 years working experiences in Health and WASH sector
Excellent understanding of participatory methodologies for community mobilisation and strong community facilitation skills
Experience in project planning and monitoring of budget and expenses
Ability to promote collaboration with CARE staff, government, local authorities, and other partners
Ability to understand, comply and uphold all relevant CARE in Timor-Leste policies and standard procedures
Ability to write and present regular reports to management and partners as required
Availability to live and stay in Covalima and Viqueque municipalities with travel to Dili onlywhen required
The candidate should be organised, effective, creative, a team player, and highly motivated
Ability to drive a motorbike in remote location and must have valid license
Computer literacy within standard Microsoft Office programs, i.e. Word, Excel, Power Point, and Data Bases and basic communication skills in English and excellent Tetun both written and spoken. Local languages such as Bonak, Makasae and Tetun Terik an asset.
